{"id":781,"date":"2016-07-05T22:27:34","date_gmt":"2016-07-05T22:27:34","guid":{"rendered":"https:\/\/renovateme.co.uk\/blog\/?p=781"},"modified":"2016-07-26T16:14:49","modified_gmt":"2016-07-26T16:14:49","slug":"building-regulation-part-r","status":"publish","type":"post","link":"https:\/\/renovateme.co.uk\/blog\/building-regulation-part-r\/","title":{"rendered":"Building Regulation: Draft Documentation Part R"},"content":{"rendered":"<p>In building regulation speak -another letter down the alphabet with the publication of a new draft section of the <a href=\"https:\/\/www.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/482597\/151127_-_Draft_Approved_Document_R_2016_-_Final_for_Consultation.pdf\">Approved Documents- Part R<\/a> which has recently been published by the Government for industry <a href=\"https:\/\/www.gov.uk\/government\/consultations\/new-part-r-of-the-building-regulations\">consultation<\/a>.<\/p>\n<p>Like the other electrical element to the regulations <a href=\"http:\/\/webarchive.nationalarchives.gov.uk\/20151113141044\/http:\/\/www.planningportal.gov.uk\/uploads\/br\/br_pdf_ad_p_2013.pdf\">Part P- Electrical Safety<\/a>, the new document also only has one requirement- <a href=\"https:\/\/www.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/482593\/Consultation_Document-_Part_R_of_the_Building_Regulations.pdf\">R1<\/a>&#8211; To ensure that buildings have the ability to connect to <a href=\"https:\/\/en.wikipedia.org\/wiki\/Broadband\">high speed communication<\/a>. Alternately in rural areas where no infrastructure is currently present- hardwired connection present for the ability to connect when services arrive.<\/p>\n<p>The driver behind this new Part of the Building Regulations is a European Directive set in 2014 to reduce the cost of deploying high-speed electronic communication networks in buildings.<\/p>\n<p>At present the target date for the new regulations coming into force will be from the 1st January 2017\u00a0for projects submitted to building control inspectors needing to comply with the additional requirements that the document brings.<\/p>\n<span class='bctt-click-to-tweet'><span class='bctt-ctt-text'><a href=\"https:\/\/renovateme.co.uk\/blog\/2016\/02\/17\/building-regulations-how-do-they-apply-renovation-and-conversions\/\">renovation<\/a>\u00a0and refurbishment work of existing dwellings would not trigger the requirement, however buildings subject to \u2018major renovation works\u2019 will.<\/p>\n<p>The definition of \u2018<a href=\"http:\/\/origin-www.legislation.gov.uk\/cy\/uksi\/2016\/490\/made\">Major Renovation<\/a>\u2019 is as follows: \u00a0\u2018Works at the end-user\u2019s location encompassing structural modifications of the entire in-building physical infrastructure, or of a significant part of it\u2019.<br \/>\nTherefore <a href=\"https:\/\/renovateme.co.uk\/blog\/2016\/02\/17\/building-regulations-how-do-they-apply-renovation-and-conversions\/\">conversions<\/a> of existing building to residential use or multiple dwellings created from a single dwelling could well fall under the regulations.<\/p>\n<p>From the draft consultation it would appear the requirements are not too onerous, with the specification required being only that of a current high quality build.<\/p>\n<div id=\"attachment_788\" style=\"width: 284px\" class=\"wp-caption alignright\"><img aria-describedby=\"caption-attachment-788\" multi storey occupancy where central ducting needs to ensure all parts of the building can access the same degree of speed of access to communications.<\/p>\n<p>Like Building Regulation Part P- Electrical Safety, the work can be self-certified by a registered competent person scheme installer, or certified by a registered third party certifier<\/p>\n<p>It would therefore appear that Part R is another building regulation that whilst does not greatly change the approach to design or construction is another requirement which requires care and consideration of services to ensure compliance.<\/p>\n<p>Further details will become apparent during the consultation and how building control inspectors will view the regulations for <a href=\"https:\/\/renovateme.co.uk\/blog\/2016\/02\/17\/building-regulations-how-do-they-apply-renovation-and-conversions\/\">conversion<\/a> works.<\/p>\n<p><a
